Forrest City, Ark. — A 47-year-old Arkansas State Police Trooper from West Memphis, Ark., has been issued a citation for third degree assault involving a juvenile from the West Memphis area where he lives.
Corporal Sammy D. Koons, a 21-year veteran with the State Police, was given the citation Thursday here, at Troop D headquarters, where is assigned and is on paid administrative leave.
Koons is accused of striking a juvenile during an off duty incident that occurred on Sept. 21 of last year. The alleged assault reportedly happened when Koons stepped outside his home and confronted a group of juveniles. Koons is reported to have hit a juvenile on or about the face.
An investigation of the allegations was undertaken by the Arkansas State Police criminal investigation division, and the file was turned over to Second District Prosecutor Scott Ellington.
A Jan. 29 court date in West Memphis District Court has been set for Corporal Koons, and if convicted he could face a fine of no more than $500 and or up to 30 days in jail. The charge is a misdemeanor.
Koons also has an internal complaint pending against him being investigated by the State Police Office of Professional Standards.
Koons has been on paid administrative leave since the September incident.
